I. Preparation and updating of the General Plan of Social Services. All this problem has led us, as a very important element for national development, to waste a human resource of about 300,000,000 young people who perform their social service every year. Article 25: Institutions of public administration, governments of federal entities, the social and private sector, as well as the State and autonomous higher education institutions may be integrated into the national system through agreements they conclude with the federal executive through the secretariats of public education and social development. Article 28: In order to provide the necessary resources for the functioning and development of the national system and its effective and timely implementation, a trust fund called the National Fund for the Social Service of Students of Higher Education Institutions is established, for the purpose of which the Federal Executive, through the Ministry of Finance and Public Credit, issues the relevant provisions. II. Development and promotion of comprehensive social service programmes, mainly related to the most urgent needs of the country. X. Identification of staff needs, taking into account national and regional development plans, service locations and programme of activities. The importance of social work as an element in promoting national development, but above all as an instrument of social justice, led to a constitutional reform in 1942 to give professional social services the binding legal framework. As a result of this reform, the regulatory law of article 5 on the exercise of professions in the Federal District was published in May 1945, at the same time as the federal units promulgated their laws on the exercise of professions, but not all of them dealt with the question of social service. “A university that is largely funded by people`s money should not and cannot create professionals for the sole benefit of the people who receive this education, but the transmission of professional culture with public funds can only be justified if the professional later returns in the form of social action the benefits he has received from his culture.” Section 20. Social services should preferably be included in plans and programmes drawn up by the federal executive branch that contribute to the economic, social and cultural development of the nation, mainly for the benefit of marginalized groups and regions with fewer opportunities.
Chapter 37. The activities and tasks of the State Committees are subject to the conditions laid down in the agreements concluded by the Federal Executive with the governments of the Länder in the field of social service within the framework of uniform coordination agreements. Article 5.- The dependencies of the Federal Council dictate the measures necessary to implement the social service in their areas of competence, in accordance with the directives of this Act, respecting the autonomy of the University at all times. There is no doubt that higher education must contribute to national development, and one of the ways to achieve this is through the provision of social services with the following positive aspects: III.
